Government Adopts Our PE Training Recommendation in New Inclusion 2028 Programme

We are delighted to see the Government unveil its new Inclusion 2028 programme — a major initiative aimed at making Physical Education in schools more inclusive for pupils with Special Educational Needs and Disabilities (SEND).

A cornerstone of this programme is the introduction of improved disability awareness and inclusion training for PE teachers — one of the key recommendations in our Power of Sport report, with Soda Venture and Nimbus Disability.

This marks a significant milestone for the Disability Policy Centre. Inclusion 2028 is now the seventh Government policy influenced by our work — a testament to the power of collaborative policy development and the real-world impact of research-led advocacy.

Physical activity is a fundamental part of a child’s development. Yet, for far too many disabled pupils, PE remains an area of exclusion due to a lack of training and inclusive approaches. By embedding disability awareness into teacher education and CPD (Continuing Professional Development), Inclusion 2028 promises to change that.

We thank our partners, Soda venture and Nimbus disability, and all of those who supported the launch of our ‘Power of Sport’ report last year.

We will continue to monitor the Government’s implementation of the Inclusion 2028 programme and will be sharing further analysis and insights in the coming months.
